Does CMS core use cookies?
How I know if a module uses cookies?

European Union has a law that forces website to inform user if cookies are used: http://www.cookielaw.org/the-cookie-law/

Of course CMSMS core uses cookies.

Please read official information (and not that of commercial organizations) about the 'cookie law'.

If you think you should inform your users then do so. Personally I don't think you need to when using CMSMS core and the majority of it's modules.

Note that e.g. including Google Analytics code in your template(s) might change all that. So properly investigate your website.

One way is to install the module and check with a browser, e.g. Firefox shows what cookies are in use.
