Of course CMSMS core uses cookies.
Please read official information (and not that of commercial organizations) about the 'cookie law'.

If you think you should inform your users then do so. Personally I don't think you need to when using CMSMS core and the majority of it's modules.
Note that e.g. including Google Analytics code in your template(s) might change all that. So properly investigate your website.
