It definitely is countries with laws for accessibility on public sites! There maybe is not a general law for EU, but many of the countries now have own laws.

I looked for norway and here is a short summary:

see specially chapter 3 and 5.
Norway will get a new law in 2009 that also include private businesses.
Until 2009 the law used only soft sanctions as punishment, but form 2009 also hard punishment is used.

USA and GB also have laws against discrimination of disabled persons - these laws also include sites of private businesses.

As for the SEO topic:

AllWebMenus allows you to create site maps in HTML format, making your web site "search-engine friendly" as search engine crawlers use internal links to spider a site and do not crawl javascript links. Having a "Site Map" link at the index page ensures that the most important pages of your web site are definitely seen by those crawlers.

As for 508 compliance:

AllWebMenus in its current state is not 508 compliant. However we are currently working on a solution / alternative to this in order to cover everybody's needs.
