I just upgraded to version 1.10.3 i followed the steps in the documentation:

and added "$config['use_hierarchy'] = true;"

okay found the issue. the TinyMCE WYSIWYG folder was set to 755 but the Modules folder was set 777

Yes I saw a similar post i did change the permission to 755 but still having the same issue. I'll try again in case there is something on the server side?
