[Solved] Forbidden Error - 1.6.7 "Teremba Bay"

Not sure what happened but I contacted my hosting and they said they had to change some server settings.

I'm getting the following error when I try to edit a page content:

Forbidden
You don't have permission to access /beta/admin/editcontent.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.41 Server at www.hardickchiropractic.com Port 80

it seems to be only when I tried to add a link or when I try to add HTML into the content area.

for example I tried adding Link

any ideas?

Does this file exist? Is it not empty? File permissions on it?
