Submit-a-Link / Link Manager

I'm looking for a module that would basically take in links from users via form (link name, category, etc...) and store them in a database. They would then need to be displayed on a page by category (after admin approval)... when I search for things like "link manager" I get items relating to the menu.

Is there anything like this already out there?
