Modify user permissions

Quick question: Where is it I can modify whether  a user should be able to adminstrite modules like the statistics or the gastbuch module?

Coz it it just says that the user needs to have the "modify (module)" permission.

Create User and Group. Assign User to a Group. Then set Group permissions for the Group.
See Users and Groups menu and submenus.
