problem with admin login not solved

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I think I have the same problem, I am trying to install cmsms locally on Windows XP and I don't pass the 4 step, it comes back to the admin login page.
Coudl you help me to understand how you succeeded, could you explain the "php" debuging"...
