I'm an idiot but I need help

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I know this probably seems so basic but I can't seem to understand what I need to do to install this site and work on it locally. I have WAMP5 installed on my computer but I am unable to find clear instructions as to what to do after that. Can anyone help me? Thank you in advance!
