bilingual site

I have to build a simple bilingual site (English/Italian).
I have had only a rather complex idea.
First, build the site in Italian.
Second, build the site in English (from another installation) copying exactly the structure used in the first point.
Third, link every page in a language to the corresponding one in the other language.
Can somebody suggest to me a more efficient solution?
