Can't change Content page type to Section Header

Hi
I can't change the content page type from Content to Section Header. It gives me the 'page locked' red warning box.

It was simple enough to recreate a new Section Header and move the child pages under it.

There is a button unlock all pages in the options dropdown menu at Content Manager
