I have just tried to install cmsms 2.1.3 on my local MAMP installation.
Everything seemed to go alright, no problems going through the installation setup until the end when I clicked to visit Admin Panel. I then got an error message: Unable to connect, Firefox can't establish a connection to the server localhost.
I can connect to previous installations of CMSMS 2.1.2 etc
MAMP Pro 3.5
PHP 5.5.26
MySQL Server version: 5.5.42
Any suggestions?

Found the answer, might be useful to others.
Initially I had the default config without specifying the ['root_url'], ['root_path'] and ['admin_dir']. I added all these to the config, bingo! all seems good.
This seems to be distinct to 2.1.3 as previous installations worked without these additions.
