I'm planning to migrate my CMSMS 1.12.3 site to a new host, which is running CMSMS 2.1. However, I can't upgrade on my current host CMSMS 2.x as PHP 5.3.x is installed.
Do I need to upgrade my current site to 2.x before I migrate it to the new host running 2.x?
– If no, how do I migrate the site to the new host?
– If yes, is my best option is to install 1.12.3 on the new host and upgrade from there?

Do you have a local server you can use? Perhaps WAMP?
When I've had to do large updates I clone the site locally, install each update as per this guide, then (assuming all is well) upload the newest version.
Working locally is usually quicker and easier. Make sure you have a backup of the original.
