upgrade from 1.9.4.1 help

hello everyone
i have CMS Made Simple 1.9.4.1 and i must upgrade it or else my website will not be unband because of an hack attack.
i have try very hard but it do not work.

i have right now:
PHP 7.0
Database server version: 5.5.47-MariaDB-1~wheezy - mariadb.org binary distribution
web server version: libmysql - 5.1.66
phpMyAdmin version: 3.5.8.1

i have try to use cmsms-2.1.1-install.php to refrech/update my cms.
and get the error Warning: "realpath(): open_basedir restriction in effect. File(/tmp) is not within the allowed path(s)"

well i cant access the admin menu i get the error: "Fatal error: Attempt to connect to database"
so i it do not work with updating the modules correctly.

Fix stuff first before upgrading. You can't upgrade without database access to start with.
