Failure of CMS 2.1.1 Install

I had 2.1 and required the upgrade to 2.1.1 because of a bug fix. So, I jumped when I saw the new version available. However something went terribly awry during the install, and now I cannot get back to the installer. I have it in the public_html/cms/ sub directory.
Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, webmaster@fbcaa.org and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
After fiddling with it for a while, I cannot come up with or find a solution.

It seems that the 2.1.1 installer changed the .htaccess or something. The reason I say so is that when I put
in the address bar of Chrome and press enter, the address is magically changed to this:
I got rid of the .htaccess files in public_html and public_html/cms, and it still does this. Any ideas how to fix this?

Yes...somehow htaccess was messed up after a failed attempt to upgrade in the wrong directory (public_html instead of public_html/cms on this particular site). I upgraded another site with no problem. Sorry to be a bother.
