Differences Content Editing Settings and Content Manager

Hi there,

why is the "Content Editing Settings" tab still situated on the "Settings - Global Settings" page in stead of on the "Settings - Content Manager" page?

Wouldn't it be more intuitive to include it on the "Settings - Content Manager" page as well?
