Site hacked and full admin access not available

Some time ago, a CMSMS site was hacked and though the 'editor' facilities are available, full 'admin' rights are not, with the full 'admin' user apparently being deleted.

I know that I can add a new user to the DB 'users' table BUT how to I identify that new user with having full 'admin' rights, compared with the 'editor' rights of the other user?

Simple I know but.....

If you can get to the DB look into the users table and at this setting admin_access, set it to 1...
