Does CMS core use cookies?
How I know if a module uses cookies?

European Union has a law that forces website to inform user if cookies are used: http://www.cookielaw.org/the-cookie-law/

Of course CMSMS core uses cookies.

Please read official information (and not that of commercial organizations) about the 'cookie law'.

http://ec.europa.eu/ipg/basics/legal/co ... dex_en.htm

If you think you should inform your users then do so. Personally I don't think you need to when using CMSMS core and the majority of it's modules.

Note that e.g. including Google Analytics code in your template(s) might change all that. So properly investigate your website.

Yes

One way is to install the module and check with a browser, e.g. Firefox shows what cookies are in use.

We had a long and interesting discussion about it at the time it all kicked off:

Mercifully it's all pretty much been forgotten about now. I stand by my comments in 2012:
a pointless waste of everybody's time
