Can't re-import into FEU

For testing purposes I made a simple setup with only four test frontend users in my 1.11.9 CMSMS. I then exported these four users, deleted one of them and tried to restore by re-importing the exported file. But now CMSMS complains that it can't find the picture for the deleted user anymore, since obviously the picture got deleted along with the user.

However, if I copy the picture manually to the /uploads/feusers folder, then there will be no error upon import of the user file. But the deleted user is still not re-created!

What am I doing wrong?

Update: I ended up importing the data directly into the DB with phpmyadmin...
