FrontEnd Users Management from website admin account

Hi,
I have two logins for 3 groups. Users, employees and admins. Admins can log into both accounts, I mean there's no special login for them.
I was wondering if there's a possibility to manage (add, delete users, manage both groups files) having admin's rights no matter what account they are in.
The client wants the users to be managed from front end, not back end.
