Site Admin -> Settings - Global Settings -> Maintenance Mode tab.
"Use the WYSIWYG on the "Site Down" message" has yes/no options.
Set to Yes and Submit.
System appears to save settings (you get the green pop down "Global Settings Updated") but this setting stays at "No".
(Is the website "Down for Maintenance" setting above this works OK).
