To preface this question, I'm trying to troubleshoot a site that was recently updated - by someone else. The client found someone who could do the job for less money, and went with them. Seems they may not have followed the upgrade procedure properly, and now i get to troubleshoot it. Weee.....
In a nutshell, changes to basic page content are not applied to the front-end until you clear the cache (in System Maintenance, not the browser!). Since the client editor doesn't have this access it’s an issue. Not to mention that they shouldn't have to.
The other individual updated the site to 1.11.7, and I have since bumped it to 1.11.9 (overcoming an issue with the News module for them). All other modules are up-to-date - here's a snapshot of what's in play:

There are a few I did not install originally that may be the cause (AiireLibs and Extended Tools for example). Any thoughts?

Have you tried to clean Browser cache sometimes?

a: check system information (there is a test for filesystem vs. php date/time)
