CGSmartImage won't upscale

CGSmartImage won't upscale. Set the tag as in the help menu as below but no go. CMS 1.11.7, CGSmartImage 1.12.1

By default, the resize filter allows upscaling.

c,x,y - Perform a resize to a custom size (without retaining aspect ratio). i.e:
filter_resize=c,50,75 to create a thumbnail that is 50x75 pixels.

P.S. It works fine if the image is larger than the set dimensions.
