Display an icon on top of the vertical menu.

Hi all,
I have changed the template of the web site, and set an icon just above the vertical menu.
But, is'it possible to display this icon (
) only when the vertical menu contains element ?
So, calling a kind of "count" fonction somewhere to check if the vertical menu contains element, then display the ..
How can i do it ?
