I'm looking at creating a site where users can join, and submit link(s) to an admin to approve and then get listed on the site.

Are there any modules (or a mix of modules) that do this?

Hmm, perhaps you can use FrontendUser, CustomContent and SelfReg module for joining and formbuilder module for submitting links ... haven't tried yet.
