How to upgrade?

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

How do I upgrade (from 0.13 to 1.0beta6)? Do I need to upload all the files of just the upgrade directory?
