Yesterday I installed a clean version of the 1.11.3. MY JAW HAD LITERALLY DROPPED. I was blown away by the new admin panel and how it's responsive design (makes mobile editing much easier!).
So today I took the first step of taking an existing site and upgrading it to 1.11.3. The upgrade process worked flawlessly, no errors at all. But after the upgrade, the site still has the same old admin panel.
How can I get the new admin panel on this site I just upgraded?

crisis averted. Saved myself on this one. Just had to go into the Settings and change the admin theme to the OneEleven theme. Problem solved!

As a policy we do not on upgrade
a: change any user settings - This can be problematic if we do things like delete themes or wysiwyg modules etc).
b: change any database templates - This can cause problems for people upgrading... if for example we corrected errors or changed the name/structure of some smarty variables
We may install new templates, but never as a rule change existing database templates or GCB's.
