Maintenance message on entry, but site still works

I just moved a CMSMS site to a new shared host and everything is now working OK except that I get a site maintenance notice on entry to the site. If I click on the "Check if site is available" link, the site then loads normally. I have checked and double-checked all my config.php and htaccess code and it all seems right. I have been able to log in as admin and clear the cache. The site maintenance checkbox is not ticked. It's not browser caching as it happens in any browser.

Any clues about where to look for this? The site is mratownsville.org.au if anyone wants to see what is happening. The site is currently running 1.10.3 "Hyacinthe" which I will look at updating.

Update: I tried upgrading to 1.11 but had the same issues others are reporting of the upgrade stalling at the database step. Tried all the suggestions people have posted but could not get past it, so I had to restore back to 1.10.3 for now.

The message I am seeing is not my site maintenance message, but one that says:

"Sorry, the MRA Townsville website is currently undergoing maintenance and will return soon. Apologies for any inconvenience.

Check if the site is available yet"

Wild guess: index.html in the websites root overriding the index.php of CMSMS?

Now I feel really stupid. Thanks for that. Fixed. That's what I get for copying the files into a folder created by CPANEL and not checking it.
