1) We have what's called User Defined Tags (UDTs), which are PHP blocks which you can edit in the control panel, that you can place into any template or page.
2) Yes, with modules.
3) There is some sort of group/user restriction for page edits, but I'm not sure how extensive it is.
4) Several modules, like News have this ability, but regular page content doesn't have this feature built in. However, with some PHP/smarty cleverness, this can be done.

1: As wishbone said, is available via UDT's, plugins, and modules
2: As wishbone said, is available via third party modules
3: There is no workflow control built into CMSMS content pages.
4: Modules (like news and CGBlog and others have ability to delay publishing, but not for pages).
5: The Formbuilder addon module is very flexible and has this functionality.
