Module Orders: get away adress validation?

Hi!
In the billing form template i don't need fields "country" and "state". But if i delete these fields in the Billing Form Template I get the error:
The address you specified for "Billing" is invalid. Please ensure that all required fields are completed.

how do I remove the validation for these fields?
If it is not difficult, in what file and what lines?
