Fatal error: Cannot redeclare file_get_contents() error

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

All of a sudden all my cmsms sites stopped working. I believe the host has changed something and I'm waiting for a reply from them. In the meantime I am hoping someone may know what has happened/how to fix. If I visit a cmsms site I just get a blank screen, if I go to the admin page I get the following:
Fatal error: Cannot redeclare file_get_contents() in /home/libelection/domains/movingforwardpei.ca/public_html/lib/misc.functions.php on line 1393

I was able to get the pages on most sites to load by commenting out line 1393 in the php file but there are still issues with my cms backend. The administration pages show up but there is no styling applied to them. I am using version 1.9.4.2 and the php version is 5.2.16.

I have tried installing a site from scratch and received the same errors during the install.
