Order of content on page

Order of content on page

CMSMS latest version

I've just noticed that if I have two columns, main content {content} and a sidebar {content block="sidebar"} and put some content into the sidebar first, it doesn't show on Apply or Submit. As soon as I add something to the main content area it all shows. Is this normal behaviour?

In Pages while editing, the Content comes first with the Sidebar underneath as it is in the template.

Filling out something in the main content block is obligatory...
