How do I make visitors do not see the page without coming to an "under construction" page?

If I understand you correctly, you are working on a site, and you want people browsing to see an "Under Construction" message, while you work on the site, but you want to be able to see it.

In the control panel, go to "Site Admin" -> "Global Settings" -> "Site Down Settings"
Click on "Enable Site Down Message"
Enter the "Under Construction" message you want users to see.
Click on "Exclude users logged in to the CMSMS admin console"

Users will see your message. When you log in to the admin panel, then view the site, you'll see the real site. I've never done this, but it should work.
