Number of Pages (Page 1 and page 1.1)

I am a search engine optimizer and our programmer uses CMS made simple for our website's blog. I have one simple question. I will give you an example below.

      PAGES
1. Green Enegy
    1.1 Renewable Energy

This is what is shown on the questions page. With such, CMS considers 1. and 1.1 as one page only right? My question is, does search engines like Google also consider page 1 and page 1.1 as only one page? I have doubts that Google may view them as 2 separate pages since they can have different meta tags. If my doubts are correct, we are in big trouble because a website with too many pages is very hard to get a good page rank. Please enlighten me, thanks.

To me, they look like two separate menu items going to two different pages with two different titles.

What does the number of pages in a site have to do with page rank?  To my knowledge, page rank is primarily about relevance and content, not so much the number of pages in a site.  Never heard of that.

Is there a way to make the blog posts appear as one page only to Google? Does using global meta data instead of specific meta data help?

Yeah yeah yeah, SEO voodoo hoodoo, bla bla bla, just put relevant titles on pages and have good content...
