Having a hard time converting a js menu to cmsms

Hello everyone, I have been trying to convert a simple HTML site to a CMSMS, but I can't get the menu's to work... I don't even know what tpl is.

I would like to pay someone to walk me through a few things on my CMSMS like creating menus, css stylesheets, converting html sites to cmsms etc. I can pay through pay pal for your time and we can use go to meeting + phone for the training. If the training is good, this may turn into several training sessions.

Could you provide a link so that it's visible what it is you want to achieve?
BTW, a tpl is a template and templates are usual to tailer output according to your needs, whether this is a menu, page, email etc.
