Fatal error: Class 'CmsRegularTaskHandler' not found

Just completed an software upgrade from 1.7 to 1.8.2 and I'm getting the following error: Fatal error: Class 'CmsRegularTaskHandler' not found in /hermes/web11s/b2856/as.crescentrealestate/public_html/include.php on line 284
I have completed many upgrades with success in the past, and this one has me stumped. I have looked at other forum strings on this error, but their suggestions did not solve my issue. I have installed (and reinstalled) the entire 1.8.2-base files several time, and even attempted the "full" version, just because I thought that might help.
My server is running the latest PHP version (5.2.12) and I received all green checks in my upgrade process.
Can anyone else help me in trouble-shooting this issue. I cannot access the admin panel or see the site; both pages repeat the error message.

But have you run checksum test?
run install/ and check in step 1 with your RELATIVE checksum dat file

Yes, not getting any errors there either. Thank you for any other insight you can provide.
Also, I double checked to see if the "include.php" file is there, and that the line is in tact, and it is.

Also, is there a way for me to go back to 1.7 version at this point, or has the damage been done? My client needs a functioning site back up ASAP.

I have restored the 1.7.1 software and am now getting MOST of my site, but it's missing the menu (because the Menu module is now missing), and I cannot access some of the other modules. When I tried to restore back to 1.8.2 (figuring it might be a compatibility issue with modules that were too-up-to-date) I got the same "fatal error" as earlier.
Now, I'm just not sure what to do. Restore database? Any ideas?

Just wanted to update this thread, in case anyone is experiencing the same issue. In the short-term, I hard-coded the navigation. This weekend, I will spending time reinstalling the software in a separate folder and rebuilding the site in there, since I was able to access most of the old site through the admin panel. Then, once I'm sure the old site is rebuilt in the latest version, I will remove the old site and replace with the new one. Not ideal, but at least I have something up there in the short-term.

Did you have any luck with this? I have exactly the same issue shifting from a sub folder to public directory.
