Hello, i need an option to allow news posters push their article to the top max 3 times per 24h.

How i see it:
In DB there is an author ID. Also creation date. When user presses "UP" button, the article creation date rewrites, and it goes up automatically.
Maybe it is needed to create some cookie, which will identify this concrete visitor, the same id as in article author id. I do not know php a lot, but i see the principle like this. I suppose it is not hard to php programmer to write such an article. The coder is needed asap. Your prices and suggestions are welcomed.
