CMS Made Simple / system for voting on pictures with blurbs [urgent]

We need this made within 4 days (I am going to use freelancer.com if I don’t find someone here quickly):

a system where the client can add photos to pages with blurb for each contestant in an event and viewers of the site can vote on their favorite picture

There will be 3 categories
misspinupaustralia.com.au/index.php?page=qld
misspinupaustralia.com.au/index.php?page=vic
misspinupaustralia.com.au/index.php?page=nsw

Each of these categories will have contestants from that state (qld, vic, & nsw   are states)

- viewers of the website can vote for the best photo in each category
- vote count will be private (only for the admin) so it does not need to be hack proof  (I don’t care if it can be hacked by changing IP address or clearing cookies or something).


Modules:
"Ballots": I have installed this but I don’t know how to use it. If this works all I would need is support on this.  I Just need someone to set it up with an example and tell me how they did it).  
"RateThis": (if all else fails)
"CGfeedback": (if all else fails)

This is a 15 minute job to setup with Uploads and CGFeedback.
if you don't want people to enter a title, a small modification to CGFeedback may be needed... total, 1 hour.
