changing username does not carry though to file ownership

IN CMS 1.6.7, I have discovered what I believe is a bug in the username function. I have submitted this to forge but am also posting it here for review and comment.

If I take an existing username and then change it to something else, logout, then login with the newly changed username, then upload a file using file-manager, the file is shown as being owned by the old username, not the new username.

This is not a bug.

CMSMS usernames are not system usernames.

So how is the system username determined initially? And how is the system username changed?

The FileOwner name in FileManager is probably the name you use with the website/host account.
Like Calguy said, it is not the same as your CMSMS loginname
When you login as Kate, the FileOwner name shall also be cnymike

You have to contact your webhost to change this name.
