If you are trying to do an index.html for the home page or whatever you need to put it in the root not uploads, I think you are missing the point of a CMS, CMS Made Simple doesn't use any flat files like contact-us.html all the 'pages' are in the DB, you need to do a design then put the html code/template in layout > templates using {menu} {content} etc. where they need to go then put the style sheets in layout > stylesheets...

Look at the default templates to see how it is done and read the default content...
