Distributing news on other websites

Hello,

Is there a way to have a module for distributing the news on other websites?

I mean, if somebody wants my news on his website, to be able to choose how many of them to display, which format and so on.
Maybe I am a little bit confusing (because I am, for sure, confused myself) but I am thinking about something similar to hxxp://www.rapidfeeds.com/.
