CMS can't open socket connection

i'm having a very strange issue and i'm not sure where to start looking into this. i THINK it has something to do with the server or host but i wouldn't know what to ask them.

recently (i'm not sure exactly when), reCAPTCHA stopped working on a few of my websites, and i got a message saying "couldn't open socket". then i've noticed that if i go to the module manager, there's a similar message and i can't see any modules:

SOAP Error: HTTP Error: Couldn't open socket connection to server http://modules.cmsmadesimple.org/soap.php?module=ModuleRepository, Error (100):

if i try to search for modules under available modules, i get this message:

Although a connection was successfully made to the specified module repository. It appears that this repository is not yet sharing any modules

it's obvious cmsms can't connect to other servers. i'm just not sure how to tackle this... any help will be greatly appreciated.
