Template/stylesheet problem after 1.6 upgrade: now all menus are "accessibility"

I just upgraded a site from 1.2.2 to 1.6. I did a new install on another host, then uploaded the SQL file. I've tried both the install and upgrade options (thinking that the SQL structure may need upgrading). There were no warnings, errors or other problems in the process.

No matter what I do, the menus on the new site seem stuck in accessibility mode. At least that's what I think is happening. I'm sure I'm missing something, but three hours of searching here didn't turn up anything helpful.

The first host is a Mac OSX machine, the second host is Linux.

Any thoughts? Painfully obvious things I'm missing? Esoterica?

The menus look exactly the same...

If you solve something please come back and mark it as such...
