this is the first time im using cmsms ....i used php nuke before..... i upload all the files to host's server...ok then but when i tried to view index.php ....this is what i saw "Cannot create C:\Domains\delimastudio.com\wwwroot/config.php, please change permissions to allow this"

Upload an empty config.php in the root directory and set the permissions for this file to allow anybody to write to it (mode 666 if you like) You should be able to set this with your ftp client or control panel. You will also have to allow writng to the uploads and tmp/* directories.
