Outgoing http connections do not appear to work!

I try to install CMSMS and thiss masage appears:

"Outgoing http connections do not appear to work! There is a firewall or some ACL for external connections?. This will result in module manager, and potentially other functionality failing."

And after installing admin don't work...

What this message means??? And what can be done??????

I think it's clear:
CMSMS try to open a connection to external dev server but failed (firewall, routing, what...). This is necessary if you want install other modules automatically via ModuleManager or for warning if is coming out a update version of CMSMS

However, it's reccomended and not required, therefore this not blocking install process ....
