FrontEndUsers 1.6.4 - can't add a group

FrontEndUsers 1.6.4 - can't add a group

I just performed a clean install of CMS/MS on my test server.  I added the module FrontEndUsers, CGExtensions, and Self Registration modules - however when I try to make the primary goups in FrontEndUsers, there is no AddGroup button, its gone.  I have another install in another directory and its there fine.  Just not this clean install.  Both are running 1.5.3 CMS/MS, both are running FEU 1.6.4 - I  have tried removing/installing 3 times now with the same results. 

The only option is an XML import, when I try that it fails to read the xml file provided from the other installation.  I tried searching on FrontEndUsers and Groups but didn't see anything.  My server is local, I have root access so I know I have write permission in all directories and correct ownership (www) to all folders.  I am the admin user on my CMSMS install and have ALL permissions to all modules/functions.  I have even created a new users with all permissions and get the same result. 

Anyone know how or why this is happening?

Add some properties and you will see Add group

    * After installation you can access admin panel to the FrontEndUsers module under the "Users & Groups" menu.
    * Secondly, you should define properties. Properties are essentially field definitions, here you specify the type of information you want to gather, and limits. i.e: Name, Age, City, State, Country, Email address, etc.

      Note: You do not need to define properties for username and password, these will be provided for you

    * Next you should create one or more user groups.

Actually, I have found that depending on the order of installation with the Products/Cart/Orders modules - FEU may or may not automatically populate properties.  This is what threw me off.  They were already there for me the 1st time so I never had to make them.

Had the same issue; I was just testing out the module, so I thought I wouldn't create any properties right away (since User/Pass are there by default).  I spent 20 minutes searching for the "Add Group" button until finding this, realizing it wasn't where it should be, then it magically appears once you've defined a property.  This should be clarified in the instructions.
