0.12 beta2 - a link to a file in FCKEditor does not contain the base URL

Hi,

When you link to a file that exists on your website using FCKEditor, the resulting link does not contain the base URL.

example: Linking to a file called myfile.pdf in the standard uploads/File folder results in the following link:
http://uploads/File/myfile.pdf

The base URL needs to be added in automatically.

Hi,

I've tested on the latest version of FCKEditor on their website, and linking seems to work fine.

To solve this problem, the version of FCKeditor being used in CMSMS should be upgraded.
