Install verification problem with fopen

I've just completed the upload and now the verification process is showing a "A required test failed ":

fopen: When allow url fopen is disabled you will not be able to accessing URL object like file using the ftp or http protocol.

How do I fix this?

have you checked the requirements ?
What is your CMSms version ?
Which step is it ? Does it forbids you to go on to the next one or is it just a warning ?
