Need help with combination of section_expand and menu_icon_expand

I'm trying to recreate a menu for CMSMS that hasn't been done in CMSMS.  I think I need to combine section_expand and menu_icon_expand, or a modification of one of them, but I'm not sure.  I periodically come back and try to do it, but I can't seem to get my brain around it.

An Example menu can be found here http://www.coe.montana.edu/  My guess is that I can probably modify section_expand, but the hamsters in my brain can run fast enough.

Among the many problems I encountering are...getting an no not show up after every item AND getting a + swapped out for a -.

I would really appreciate any suggestions / advice.
