Multilvel user, multigroup management

Hi all,

I need to create a multiuser / group website (something like multilevel users - ACL):

The groups :
      - mainoffice : admin
      - mainoffice : staff
      - Branch : admin
      - Branch : staff
      - SubBranch : admin
      - SubBranch : staff
      - special groups
      - public users

a) public users (world) just can read some news [R] in frontend

b) special groups can read some news + special news [R] (may in frontend or backend)

c) Subbranch staff group just can read,modify,create [R,M,C] only their own
news in their Subbranch

d) Subbranch admin can publish it [P,R,M,C] also only for their own
Subbranch

e) Branch staff group can read, modify, create [R,M,C] all of their Subbranchs data
only

f) Branch admin group can publish all data of their Subbranchs [R,M,C,P]

g) mainoffice staff can read,modify,create [R,M,C] all data in Branch &
Subbranch

h) mainoffice admin can publish all of data [P,R,M,C] in the Subbranch &
Branch.


*) Can this cms do like what I need ?

*) Does it support multilanguage content (something like joomfish in joomla) ?

*) Does it support FckEditor for EACH group ?
